Prof. Stella A. Obiora-Mbachu, Ph.D., CFE, is a Partner and the Chief
Executive Officer (CEO), J. C. Owens Global Consulting, LLC. Stella, a Certified Fraud Examiner (CFE) was for many years a university professor and taught English/Theatre Arts to undergraduate and graduate students. She is also a pioneer Professor, Global Insurance Fraud Education (GIFE) and the Deputy Provost, J. C. Owens Global Institute, PA, United States. Stella has also been engaged in international insurance investigations since 1986. She directs and coordinates her firm’s investigative correspondents around the world. She monitors each case handled by the firm from commencement and organizes the direction of the investigation until the assignment is concluded.
Stella is a Senior Editor of the anti-fraud journal (online and print), Journal of Global Insurance Fraud Education. She co-authored the books, Indicators of Fraudulent Global Health Insurance Claims, Effective Report Writing Manual for Insurance Investigators, Uncovering Fraudulent Global Life Insurance Claims – Vol. 1 (Incorporating lessons for Claims Examiners and Investigators worldwide) with Prof. Obiora Mbachu, CFE, CII.
Prof. Israel Obiora Mbachu, CFE, CII is the Principal Partner and Chief Technical Consultant (CTC) of J. C. Owens Global Consulting, LLC. The firm specializes in global risk and investigation consulting work. He is also the Pioneer Professor, Global Insurance Fraud Education (GIFE) and Provost, J. C. Owens Global Institute, Thorndale, PA, United States. Israel holds a 1976 Bachelor of Science (B.Sc.), Second Class Honors, Upper Division degree in Psychology from the UNN. After acquiring a Certificate in Insurance and Risk Management from the College of Insurance, Mumbai, India, in 1979, he joined the British-managed firm of international loss adjusters, Graham Miller & Co. as an Investigator/Adjuster. There, he honed his investigation skills between August 1979 and September 1986.

In November 1986, Israel co-founded J. C. Owens Global Group with Prof. Stella A. Obiora- Mbachu, Ph.D., C.F.E, and others. Israel is still actively involved in the group’s work. He has to date initiated, directed, and coordinated thousands of fraudulent life, health, and travel insurance claims investigations in 194 countries and territories. These investigations were conducted for insurance companies, Health Maintenance Organizations (HMOs), travel insurance companies and on behalf of other investigative agencies/risk consulting firms in the United States, Canada, Europe, Asia, and the Middle East.
Israel is a Life and Health Insurance Anti-Fraud Consultant, Travel Insurance Claims Consultant, Insurance Investigation Professional, Certified Fraud Examiner, and a Certified International Investigator. He is the Editor-in-Chief of the anti-fraud journal (online and print), Journal of Global Insurance Fraud Education. He has authored or co-authored nine publications/books to date on global life, health, and travel insurance fraud examination and investigation. They include the books, Uncovering Fraudulent Global Life Insurance Claims – Vol. 1 (Incorporating lessons for Claims Examiners and Investigators worldwide), Effective Report Writing Manual for Insurance Investigators, Indicators of Fraudulent Global Health Insurance Claims. He has presented papers in fraud seminars in the United States and the Netherlands.
